Why is Buffett able to keep so high stock allocation in the insurance business? Isn't there some regulation that limits it to x%?

The state of Nebraska has very lenient capital allocation rules for insurance companies. Probably not entirely by accident.

The insurance segment liquids allocation seems to be in line with say Sampo, a insurance co, but the difference is in the equity allocation. Wondering why the difference is so big. Gilmour's explanation would make sense. (Is there concentration of insurance cos in Nebraska?)
