It's not something you can easily handle, just look at FB. There is also a real human cost to it, because the content can be extremely disturbing and lead to psychological damage. You have to spend $, train & support employees, cooperate with LE where appropriate.

Yea for sure, users can go a long way. And when you get organic user feedback, that also helps your own arguments to shield service in privacy because people use that right responsibly. My issue is, many advocates have a 0 sum approach and I'm sorry, but victims also have rights.
