      What are the three? It's not immediately clear to me. 1. Resource wealth causing people to build where the resource wealth is, i.e. Chinese Dubai 2. Great opportunity to make local government rich by awarding construction contracts? 3. Pump up GDP figures for 共产党 promotions?
