I’m a huge fan of using LinkedIn recruiter to find people that have a great skill set and reaching out to them cold. If you have a business that’s more exciting than what they’re doing it’s not hard to get a way better pool than the group actively looking.

I think the more specific the job site the better. Eg. If you want a CPA try to post on the official CPA site if they have listings.
