Why do you think that? It seems there is a ton of evidence that it doesn't. Nobody cleaned up urban rivers, for more than a century, until laws were passed because it was so cheap to dump waste into them even though others suffered for it

Because there are indications that it might be true. For example, solar power is grossly inefficient when compared to fossil fuels, but we invest in it. Tesla electric vehicles are another example. While there are/were subsidies from government, there is demand without them.

Capitalism does not do this without external (politically mandated) incentives. If there was a market solution we’d already have it.

Invent a solution...people or companies are ready to pay for now because they feel the pain now. Not in 50 years when it will be too late.
