I think it's both. There's a character flaw there, for sure, but he also knows how to change the narrative by introducing new stupid news.
I just read the quoted tweet. Didn't see it. There's a logic to that too. You need to put people on notice that if you hit me, I will hit you back. Otherwise people take advantage of you.
