If I had to guess, he knows the Streisand Effect well and is doing this on purpose to distract attention from something that is ACTUALLY damaging to peoples' perception of him.

I think it's both. There's a character flaw there, for sure, but he also knows how to change the narrative by introducing new stupid news.
