Lots of mid-tier countries have fast internet (Hungary too) because they did it later when used better technologies were available. Once you've built out the infra it's kind of hard to upgrade.

Romania has top tier internet and should be #1 given that it's an actually relatively big country. The reason for that is because of pre-existing infrastructure, we had competition and a lot of small companies providing internet, then RDS came and took over the market /w fiber
