Very dangerous to take advice on law from people in law school. They don’t know wtf they’re talking about. He neglected to mention class actions. Much “wage theft” isn’t deliberate but can be solved that way. In my experience as an employer, people notice and they notice fast.
I have accidentally underpaid my employees and I’ve never seen their arithmetic better. Also worth noting that if wage theft is a crime, should getting paid to do nothing also be one? I suspect that if you sued your employee for underpayment you’d get legal fees back easily.

As for Flint, probably best way to solve the problem would not be punishments but instead to require everyone who works for city government to live in city and drink that water.
