I have accidentally underpaid my employees and I’ve never seen their arithmetic better. Also worth noting that if wage theft is a crime, should getting paid to do nothing also be one? I suspect that if you sued your employee for underpayment you’d get legal fees back easily.

As for Flint, probably best way to solve the problem would not be punishments but instead to require everyone who works for city government to live in city and drink that water.
