I read that #2 doesn't actually make a difference. It was in that popular thread going around yesterday on the topic.
Yeah I saw that thread. I'm pretty sure that study is just wrong. People not behaving better (or at least differently) when they're accountable for their actions via a video showing exactly what they did? Doesn't that contradict every experience you've ever had on this earth?

Depends on who views those videos afterwards. If it ends up on social media then sure. If your police union boss then not so much.
