Riot gear gets used, what, once or twice a year, if that, in most cities? Hospital gear is used and thrown out every day.

maybe it says that 1) police departments are not privately owned and can plan better than greedy hospitals, or 2) that demand for police gear has not increased 100x overnight, or some combination?

Obama didn’t refill the national emergency supply after H1N1, neither did trump. Riot gear are not single use disposables. Annual budget allocation for it in most cities.
