It defintely does by popln numbers, but not with other layers. It doesn't have 22 *official* languages. Doesn't handle 4 major religions. That removes 2 big layers of complexity. (I can add more detail if you're curious).

Well. We're pretty self-critical of the Govt. Sometimes we even vote it out immediately after.
But we also band together with it, as a society to get things done.
The difference in complexity: every month has major festivals ie., 100k+ people events, countrywide. -

Pretty sure China has many official languages by the way. There are many minorities in China.

No doubt there are minorities everywhere. AFAIK, there's only 1 or maybe 2. India has populations equivalent to UK, France, Germany, Brazil each speaking different languages and in different areas. It's not a 60-40 split. It's more evenly split.
