Anyone understand why cities seem to be having a hard time controlling these protests? Did they just not see this coming or are there just not enough cops and national guard to be everywhere.

Maybe a clue: The Minnesota governor and AG plus Minneapolis mayor are linking looting to white supremacists. No evidence presented to that effect. Maybe the protests, riots, and insurrection are a way to get more control, a price to be paid.
