Unwillingness to do what was necessary and deescalate before things got out of control.
Anyone understand why cities seem to be having a hard time controlling these protests? Did they just not see this coming or are there just not enough cops and national guard to be everywhere.

Maybe a clue: The Minnesota governor and AG plus Minneapolis mayor are linking looting to white supremacists. No evidence presented to that effect. Maybe the protests, riots, and insurrection are a way to get more control, a price to be paid.

The thing is police are easily outnumbered because it takes a handful of them to subdue just one person getting out of line. Put a few thousand protestors out and you'd need more police than the city usually has.
