In Canada, we are receiving $2,000 month (~US$1,450) if you make under $1,000 in that month.

You would be ineligible to request it. Process is u must actively sign up (online/phone) and state 1) you made more than $5K last twelve months; 2) made less than $1K during this eligibility month; and, 3) are over 15 years old and Canadian resident.
