If we want an industry to be local why tax ourselves to force it vs. subsidizing the local production? What defines high tech hardware? Why specific to hardware? How much of it is currently produced in the US? Is the goal to make all this stuff more expensive for people to buy?
I don't think subsidies work as well. US solar industry is an example. The goal is locate national security technology and essentials in the United States so we're not dependent on foreign countries in times of hardship. The other goal is to turbocharge innovation here by
