This sounds like the stores are trying to ship packages on the delivery trucks. If they paid for proper pick ups I doubt that fedex would limit the number of packages they could pick up.

That's what it sounds like. The notice I saw was to Ground contractors. Is there a big difference in cost depending on which unit does the pickup?

If a delivery guy does a pickup it’s a courtesy usually. If you’re shipping regularly you gotta pay for a daily peek up.
