I would write it like this in terms of difficulty: people < software < hardware To make good software, you need to understand and motivate people. To make good hardware today you need to understand people and software.

I'm thinking more in terms of friction and investment to change anything. Software, you can get a handful of smart people and let them go. Hardware, you need logistics too. People/society? I dunno. Bloomberg or Gates have burned billions trying to nudge things.
