Perhaps a dumb question: Given Saudi Arabia / Russia appears to be waging war on US oil production... Why isn't our government putting tariffs on imported oil to support American industry/jobs?

We’re already a big net exporter. It wouldn’t work. What’s killing oil jobs in USA is the lack of demand for oil (particularly locally) along with the way wells work (can’t just turn them off so easily). Plus there is nowhere to store it. This causes a low price thus job loss.
The best course or action would be for the us government to just buy as much as they can to save for later. Two problems: 1 storage 2 may not congressional authorization
