Rakuten/Ebates and Honey make most of their money via other networks. Amazon hasn't worked with loyalty for years, may have had an exception for Ebates but doesn't look like they're live on site now.
Ah, last time I was on Rakuten (this summer) I saw a 1.5% discount for Amazon, but apparently no more. And Honey used to advertise Amazon discounts. Thanks for the correction.pic.twitter.com/zuqt751DUq

From my time working at a pub, Amazon was pretty fickle about loyalty publishers. Wouldn't work with most but would turn on cash back for certain verticals or during specific times of the year.
