If Mn were 2 take/team Dakota’s (domestic crude oil, refineries & ag) they’d mark quite a few of the items off your list. Big exporter of agriculture, border Canada & Great Lakes, obv potable water, big importer of Canadian oil, large pop of gun owning hunters... dark horse maybe
Hard for them to build a big army. Minnesota would be a definite dark horse.

Agree, only 1 major military base & not a huge pop, climate could also help or hinder, but do also have Mississippi River. My attempt to find a not so obv answer. Most of mid-west would struggle w/too many bordering states.
