Okay, what's actually needed to win this war: - Industry - Oil - Electricity - State patriotism - A seaport (for trade outside the USA) or border with Canada/Mexico - A good governor - A viable export economy - Food - Potable water - Large population

- Gun-toting populace also helps Anyways, outside of being targeted as the favorite it is REALLY HARD to argue against Texas here. It has all of this in spades, especially the state patriotism. Other interesting candidates: CA, PA, VA, and NY if it can hold its port.

Whichever state you want to include DC in would win. Too much money, power, persuasion, espionage, etc. Outside that, I'd look at tech & money first. Cyber would be the first strike before any guns. Idaho would survive. Not win.

There are no other candidates, its Texas first, second and third. Hard to imagine any other two states even giving it a run.

None of those things would actually be needed. This would be a rapid blitz followed by occupation/guerrilla fighting depending on the number of survivalists, gangs etc. in a given place. As long as one state in the war had the industry etc., its irrelevant if the other did.
