Majority of the politicians never delt with a crisis like this before. They are so use to a slow process that acting on the fly is beyond them. They are also system that requires handouts, they need our taxes, they need the FED to print, they need assistance.

Sure, but add the stress level of "people dying". Makes it hard for people to quickly react. Even during these times; people that can usually tame stress and think on the fly are finding a challenge moving forward.
