I wonder how normal is this historically speaking. At a first glance seems similar to noblesse oblige, which was not always a thing in the US but more common elsewhere AFAIK.

Majority of the politicians never delt with a crisis like this before. They are so use to a slow process that acting on the fly is beyond them. They are also system that requires handouts, they need our taxes, they need the FED to print, they need assistance.
