Why does it seem like we can improve our bench press, minutes-per-mile, or alcohol tolerance much more than we can increase our IQ? Can a person with a 100 IQ get a 120 score after training? 130? Seems quite believable to me.

I have never done any or researched the topic. But if you want to design a test which measures something immutable (whatever it measures) you can iterate on the test and make it more stable over time. So if by "that" you mean a constant factor in humans then I'd lean yes.
