It's Step 2. It's what you do AFTER lockdowns. It's for later.
It's not too late; we haven't even gotten to it yet.

I agree test and trace is crucially important. With 200,000 + cases, contact tracing will require an absolute massive effort. A lot of epidemiological papers will simply assume that after 10,000 cases it's infeasible to trace.
Impossible to trace now. After total shut down it can be done. It'll be far from perfect, but better than nothing.
