I’m not saying that they arrive at the same decision. I’m saying that in all methods the level of free will they have is the same. In 1 and 2 it is 0. In 3 they both have free will. They may use it differently but either have it or don’t.
I guess, if you really wanted to, you could theorize a hybrid system like 2.5 where chemicals determine what options you think are available to you and then you choose from them. That would possibly satisfy your original requirement but that seems ridiculous to me.
