I don't know. The optimistic interpretation is he's preparing it for the 2022 election to accuse the opposition (obv voted against it) halting anti COVID efforts. But the fake news/quarantine clauses are really easy to abuse obviously not to mention the lack of time limit.

The EU is obviously not going to do shit about this as usual, so another option is that he could revert this whenever he needs "see i'm not a dictator" cred with foreign powers. This is as charitable as i can possibly get.
