I'm going to go out on a very sturdy limb and say the legal profession has a bit more experience with that than engineers...
As an engineer i'd say engineers are definitely less prone to lying but prone to stupidity. In the 19th 20th century e.g. many in the scientific/engineering community supported communism or nazism because they seemed "scientific" to some extent.
That said i think engineering training can be useful in policymaking but only if the person was subjected heavily to SITG style reality checks for a decade beforehand (maybe this is the case in Chine idk).
