I think localism is great but competence is pretty important in specific events. I’d rather live in a ceteris paribus top down competent country than a localist incompetent one.
A lot of the benefits of localism are attributable to reduction of harm from a large entity (competition between localities explains most of the rest), but a highly competent non-localist government can do tremendous good. It’s analogous to benevolent dictator vs messy democracy.

But competency is fragile. Competency can't guarantee skin in the game, interest in local issues (a central government can't feel it) and, most of all, absence of mistakes. And their compounding risk is systemic.
