      Exactly. Since the central government explicitly gave orders to let Hubei people go across provincial lines, it took a lot of guts for JX officials to openly disobey.

      Yeah, I got shaken down by corrupt cops in a tier 3 city in Dongbei. It was hell, but I am extremely grateful it happened in retrospect. It taught me a lot about the world.
