Phase 1 tests safety and 2 and 3 efficacy. I am proposing that we conduct phase I clinical trials and then deploy it en masse instead of small 2s and 3s.
My mistake. Missed what you wrote. Agree with your phase 2 and 3 plans. Just must make damned sure it is safe and not infectious before moving to next step which takes much time.
