Once a vaccine is shown to be safe and has construct validity, they'll probably just deploy it en masse anyway and hope it's effective. Waiting for a preventative clinical trial at the cost of the economy is dumb.

On the other hand, we can have experimental antivirals way faster because for the very sick, taking experimental drugs is all upside with minimal downside (likely to not get without them).
