It's definitely propaganda but I don't see why they'd have to use actors if they're actually closing down the temporary hospital (an easily verifiable fact).
I can think of a reason. Those people would all have marks in their eyes from wearing goggles and will be absolutely and totally exhausted.
Like the video of the southern China air plane going from Melbourne to Guangzhou all the seats loaded with boxes of supplies... fake news
