On balance, I would say "not testing". Look, even if the warm temperatures do knock out covid19, there is enough A/C, public transport, and people horde-ing in malls in Manila to get community transmission.
The other thing I would say is that young populations allow you to hide the disease. Not so easy to do in Italy when your population is dropping like flies.
Probably it’s under reporting but was it so widespread we would certainly see videos of hospitals collapsing which we don’t see
