How about just decriminalize prices freely floating up to the market clearing price. A mask for everyone who wants one, just costs more. Ample new supply at due speed will flood into market commensurate to price signal and profit opportunity. No government intervention needed.

Economic quarterbacking trying to outthink markets is foolhardy, counterproductive, unnecessary. Higher prices + freedom of action evokes supply by all means. Import/export shifts, repurposed/startup US manufacturing lines, etc. All problems get solved by profit opportunity.
