I’m actually not that knowledgeable about this industry, but my limited understanding is that the 3-tier system (separate producers, distributors, retailers) emerged from prohibition, but regional monopolies happened in 80’s in response to growing market power of mega-breweries.

At some point imo legislation could change this because we went from era struggling mom and pop wholesalers vs Goliath brewers to present situation of massive distributors vs lots of small brewers. And retailers also get pushed around by the massive market power of distributors.
