If the law requires legal entities of the sellers in USA, would this help?
Yes, absolutely. That'd be a big step in the right direction. China requires the same from foreigners on their marketplaces, I might add.

All sellers needs to reveal their registered physical address. This is even the case on Chinese e commerce sites. At least add an icon of Chinese flag next to the name of the business
