In general, this is accurate, but it is also true there have been tons of soft and hard forks to bitcoin, so it is possible to change the limit, it just seems very unlikely given the game theory. Most wallet passwords are recoverable because the keys are trusted to a third party
Bitcoin is inherently deflationary. After 21 million, no new coins can be created, and every year many lose their wallet passwords and with it their access to their bitcoin, reducing supply.
