21 year old's rarely negotiate $30 million/year purchasing agreements, especially with Iranian companies. You sound like you have a lot of experience for your age but...this is quite a lot to bite off. Yes, Chinese don't always pay.

I'm not sure I'm qualified to answer. I don't know what the industry standard is. I also think it depends on the company you're dealing with. If you get a deal and they don't pay the commission you can tell the buyer and then they look like assholes, so you might be fine.
That said, just tell them to pay a small deposit. If they're unwilling, then you probably won't have success with them anyways.
