Totally reasonable to have parking requirements for restaurants - parking spaces are a commons for area businesses. Imagine an area with two restaurants but only enough street parking for patrons of one - classic overgrazed commons example.
Why do we need a law for this? Can’t restaurant owners judge this for themselves?

The restaurant owners aren't the ones bearing the costs so they have an incentive to under supply parking to their own detriment. The first restaurant to build parking frees up street parking spaces for his competitors.
