Yep, it's the bureaucratic mindset at work. I also like that they bring foreign affairs into it. Brookings: "we need even distribution of tech jobs." Me: "but why? That doesn't make economic sense." Brookings: "because China"

Brookings is right about "because China", but their execution for it sucks. I'm not really sure how to foment tech in the US, but expected it to be evenly distributed is comical.
