Productivity does not explain a market wide change in wages in Addis. That would be driven by supply/demand and inflation. While textile processing is growing in Addis, the labor supply is probably growing faster. I don’t know what inflation has been over the period.

If I had to guess though, wages were increased because production realized they could get better overall output by paying more for higher skilled labor and lowering turnover through higher wages.
