Perhaps with training, productivity of the Addis workforce dramatically increased from what I assume was a very level at first?

Productivity does not explain a market wide change in wages in Addis. That would be driven by supply/demand and inflation. While textile processing is growing in Addis, the labor supply is probably growing faster. I don’t know what inflation has been over the period.
