The day Michael Madigan loses his power could mark a turnaround or open a vacuum that accelerates the decline. We probably need to hit rock bottom before there is any hint of a change. There is also a direct link to Chicago and the drug cartels in Mexico.

What's the direct link? I've heard that the cartels have a strong presence in Chicago (as it's a big city with good distribution) but direct link? Is Madigan the problem? Get rid of Madigan and you can't get rid of the state debt problem. Illinois is bankrupt.
