I’m not sure. But back to going all out in Mexico. What if we had poured all the military night and dollars we spent in Iraq into Mexico. What would it be like today.

Hard to say but they have lower rates of addiction than we do and they at one time has it worse (opium wars). What was the ratio of Chinese to non Chinese drug dealers? Latter has less to lose.

Portugal also has lower rates of addiction with all drugs decriminalized. Countries are different
