Unless Americans can be serious about drug use (mandatory rehab), the great demand of narcotic from the north will keep Mexico as it is.

Wars aside if you want to fix a failed state you need to commit for the time rebuilding it (few decades min). There's a high chance popular opinion reverses and the next president pulls out (like trump w/ middle east). For better or worse USA is not really the british empire.
