Actually Rwanda is doing incredibly well under Chinese proxy rule. Their President is backed by Xi Jinping, army is trained by PLA. Rapid growth, brand new infrastructures, hope for the future, optimism, love and reconciliation. What was it under your western order? Genocide!
This has nothing to do with China. Rwanda has a Lee Kuan Yew like leader in Paul Kagame. What has China done to make Rwanda grow like it has? Much of Rwanda's growth came before China even entered into the WTO (95-'02)
Finally, Rwanda, like Ethiopia but worse, has a pretty terrible geographic location. Their path towards development unfortunately will be based on services and not manufacturing.
