      Mozambique has a nice location for a port. China offers a loan to build a terminal there, requiring that the loan be used with a Chinese co. Mozambique fails to pay the loan. China seizes the terminal. What happens if Mozambique nationalizes the terminal owned by China?

          My reasoning would be that you don't really want to play that card unless you have to. If you can push things along with the carrot and a gentler stick, it's better. Putting the Shah in place only worked for a while, and the reaction was worse.
