Gleaning from the data present in the link, India produces 3403$/ton of CO2 , USA : 3217$/ton of CO2 and China : 1819$/ ton of CO2. If that isn't a measure of competence I don't know what is.

Helps to: 1. Have massive amounts of low wage workers 2. Have a very weak manufacturing industry 3. Have a very strong outsourcing/non-hardware tech industry GDP per capita, HDI, stuff like that are all better.

I find it pretty difficult to believe that a country that is still endeavoring to build sewage systems and install toilets is somehow going to knock CO2 emissions out of the park any time soon.
